The consulting services in the field of public procurement consist in carrying out the activities described in art.  2 para.  6 of HG no.  395/2016 refers to consulting services, also referred to as auxiliary procurement services, “in order to support the activity of the internal department specialized in the field of procurement, as well as for the preparation of documents/documentation necessary to go through the stages of the public procurement process and/or for the implementation of programs of prevention/reduction of risks in public procurement, covering all stages, from planning/preparation of the process, organization/application of the award procedure and up to the execution/monitoring of the implementation of the public procurement contract/framework agreement, including in relation to the evaluation commission’s activity and/or resolving appeals”.  To choose the procedure for awarding the contract of ancillary services to the purchase, the contracting authority will calculate the estimated value in accordance with the general rules provided for in art.  17 para.  (1) and (2) from the annex to GD no.  395/2016.  If consulting services are purchased in the field of public procurement, related to a project financed from non-reimbursable funds, the specific rules provided for in art.  17 para.  (3) from the annex to GD no.  395/2016.
